The standard review meeting of the National Lead-acid Battery Standardization Committee in 2021 was held in Guiyang from March 18th to 20th. The two main topics of this meeting are 1) the renewal of the standard committee; 2) review and discuss 4 battery standards;

About change of term

1.1 The current bidding committee expires in 2021. Due to no special circumstances, the director and deputy director units will not be changed, that is, the director unit is Shenyang Storage Battery Institute, and the deputy director units are Tianneng, Chaowei, Leoch, Ruida, and Xiongtao. 5 companies;

1.2 The meeting discussed the "Articles of the National Lead-acid Battery Standardization Technical Committee (Draft)" and "The Working Rules of the National Lead-acid Battery Standardization Technical Committee Secretariat (Draft)";

1.3 Zhang Rui, Secretary-General of the Standards Committee, made this "Work Report of the National Lead-acid Battery Standardization Technical Committee";

1.4 The Secretariat of the Standardization Committee made the "2020 National Lead-acid Battery Standardization Technical Committee Work Report"; part of the content is as follows:

—Due to the development of new 5G base stations, the selection of backup batteries for large-scale communication base stations is also based on the stability and safety of lead-acid batteries. The use of lithium batteries for cascade use is reduced. Since 2019, the purchase of valve-controlled sealed batteries for communication has begun. China Tower has announced that the procurement of lead-acid batteries for 2020 will exceed 500 MWh, and the overall trend is steadily increasing.

—Industry profit: general corporate profit 3—5%; some companies 8-10%: gross profit start-stop battery 20%, large-density battery 17%, electric vehicle battery 12%;

—Battery distribution: The Ministry of Environmental Protection announced that 341 companies have obtained pollutant discharge permits, mainly distributed in Zhejiang, Jiangsu, Jiangxi, Anhui, Fujian, etc.;

-The new standards that will be implemented in 2020 but have not been announced due to the epidemic are: GB/T38279-2019 "Technical Specifications for Accessories for Lead-Acid Batteries", GB/T 23754-2019 "Lead-acid Battery Tanks and Covers"; GJB516C-2020 " 4 standards including Military Automobile Lead-acid Battery Specification, JB/T13623-2019 ``Lead-acid Battery Drain and Air Filter Technical Specification'';

—The degree of consistency between the battery national standard and the international standard: The National Lead-acid Battery Standardization Committee compares the national standards for start-up, electric road vehicles, traction, and stationary lead-acid batteries with international standards. The conclusion is that the technical indicators of the national standard are generally higher Or consistent with international standards;

-In 2021, standards such as "Electrolyte for Lead-acid Battery" and "Water for Lead-acid Battery" will be revised;

2.1 GB/T***-20** replaces GB/T22473-2008 "Battery for Energy Storage Part 1 Technical Conditions for Off-grid Photovoltaic Applications"

1. The main change is the addition of nickel-metal hydride and lithium-ion batteries on the basis of the original lead-acid batteries;

2. Battery storage period: liquid battery is less than or equal to 0.5 years. In view of the problem that the battery can still be used beyond 0.5 years, it is recommended not to print the production date when the battery is placed, and print the date when leaving the factory;

2.2 JB/T XXXX—202X "General Technical Specification for Valve Regulated Gel Battery"

1) Standardize the definition of colloidal batteries to avoid fraudulent use of colloidal batteries for non-gel batteries; stipulate the content requirements of Si02;

2) Numbering method of gel battery:

Such as: 6-GFJ-100, which means 12V (6 single cells) 100Ah fixed valve-regulated gel battery;

3) Life: The standard gel battery life index is 10-20% higher than that of ordinary batteries. Everyone has objections to this and thinks it is a bit high; the standard is required to consider this index;

4) For micro-dense batteries and start-stop batteries, gel batteries are not suitable for the time being;

2.3 "Miniature Valve Regulated Lead Acid Battery" JB/T11338-XXXX replaces JB/T11338-2012

2.4 "Lead-acid batteries for coal mine explosion-proof special power supply devices" JB/T8200-202X, instead of JB/T8200-2010

1) This standard overlaps with the MT658-2011 "Special Lead-acid Battery for Coal Mines" currently implemented by our company; according to the interpretation of the Lead-acid Battery Standards Committee, companies can choose to adopt any of these standards; MT658 has multiple points Quote the standard;

2) JB/T8200-202X is issued by the Ministry of Industry and Information Technology, and MT658-2011 is issued by the State Administration of Work Safety; in view of the particularity of coal mine batteries, coal industry enterprises should choose MT658 "Special Lead for Coal Mines" Acid battery".
